Data Exchange Framework Initiative Grant Funding and Trainings
AB 133 established the Data Exchange Framework (DxF), a statewide health and human services data exchange framework for most health care providers. On or before January 31, 2024, as specified by California Health and Human Services’ Data Sharing Agreement (DSA), most signatories will be required to start exchanging health information or provide access to health information for treatment, payment, or health care operations.
The DSA is an agreement between certain healthcare organizations and entities to share Health and Social Services Information safely and securely. Signing the DSA is the first step to fully implement the DxF by January 31, 2024. The data signing portal currently remains open, and California Primary Care Association (CPCA) continues to encourage members to join. Entities that sign the DSA may be eligible for grant funding to help them connect to a Qualified Health Information Organization through DxF Grant Programs. Center for Data Insights and Innovation (CDII) allocated up to $47 million for DSA Signatory Grants that provide support to DSA signatories to subsidize their efforts to implement the DxF. CDII launched two grant programs: the DxF Educational Initiative Grant Program and the DSA Signatory Grant Program. The DxF Grant Portal External Link is now accepting Round 2 applications for the DSA Signatory Grant, providing direct support to signatories in subsidizing their implementation efforts. Both mandatory and non-mandatory signatories are eligible for Rounds 2 and 3.
Additionally, the CPCA was awarded a grant to provide education and training on the DxF. With a January 31, 2024, deadline approaching for many entities to begin securely exchanging health information and the ongoing updates to DxF policies and procedures, CPCA continues efforts to keep members updated. CPCA’s webinar, “Overview of the Data Exchange Initiative,” focused heavily on the intricacies of the DxF policies and procedures. CPCA also hosted a hybrid DxF Bootcamp that was attended by over 100 participants and primarily focused on the DxF legal landscape, policy updates, and grant opportunities. CPCA continues to host Data Exchange Framework Virtual Office Hours that focus primarily on member issues, commonly asked questions, peer-to-peer exchange, and best practices.
