CPCA Celebrates Long-Time Employee with First Ever CPCA Legacy Award

In October, as part of this year’s Annual Conference, CPCA honored veteran staff member Sandra Birkman – CPCA’s Vice President of Finance - with the first ever CPCA Legacy Award in recognition of her 21 years of service to the organization and the health center movement. Throughout her tenure, Sandy has worked tirelessly to ensure the financial stability of the organization and has been instrumental in its growth – both in size and in budget – as well as consistently delivered a clean audit. Sandy has been a constant and driven leader within the organization and her institutional knowledge and pragmatic approach to her work are appreciated by CPCA members, partners, and employees.


Sandy joined CPCA in 1998 and has more than forty years of fiscal and organizational management experience with governmental agencies and nonprofits. Prior to CPCA, she worked with the City of Yuma, the County of Imperial, Imperial County Private Industry Council and Imperial County Work Training Center where she was Executive Director. She holds a BA in Business from California State University, Sacramento and an MBA from United States International University. She is also a Certified Association Executive (CAE) with the American Society of Association Executives and is active with the California Society of Association Executives. Much of her free time is taken up by family activities including her four wonderful grandchildren.

Sandy will be retiring in spring 2020. We will all miss her, but wish her all the best in retirement.
