Leadership Equity Program
In response to the need for a pipeline of emerging CHC C-suite leaders, the California Primary Care Association (CPCA) is developing the Leadership Equity Program (LEP), which will: (1) equip the next generation of C-suite leaders with the knowledge and skills required to mitigate health disparities and (2) strengthen community health center capacity to recruit, retain, and advance this diverse cadre of leaders.
The first cohort will launch in January 2022, consisting of twenty-five diverse emerging CHC leaders in management or supervisory positions. CHC leadership teams are encouraged to have staff they envision joining the C-suite in 1-5 years apply for the program. At the core of the LEP approach is supporting emerging leaders to be change agents who can undo racial health disparities, manage change, develop place-based solutions, and address health and racial disparities along socio-ecological dimensions.
The LEP offers both a cohort design for participating emerging leaders and a capacity-building design for their respective CHC executive team and organization. Through both the cohort and capacity-building components, the LEP will collectively strengthen CHCs' ability to achieve just and equitable communities across California.
The cohort design of the LEP will engage participants in dynamic leadership training that will include interactive in-person and virtual sessions, a capstone project, peer-to-peer learning and executive coaching. The LEP will provide emerging leaders with a robust network of mentors and peers and an effective curriculum comprised of the following core areas:
Antiracism: Strengthen the capacity of emerging C-suite leaders with the tools, resources, and knowledge to address the impact of racism on health outcomes and implement antiracist policies and practices that mitigate racial health disparities for BIPOC populations.
Leadership: Foster effective leadership development for emerging C-suite leaders using personalized leadership assessment tools and goal development that involve understanding intrapersonal strengths and growth opportunities, leadership styles, communication, and relational skills for leading teams, managing up, and leading change.
Community-Wellbeing: Empower emerging C-suite leaders who can collectively advance justice, equity, and community well-being for their CHC community through collaborative community partnerships, advocacy, and data-driven decision making.
Health Center Operations: Develop effective emerging C-suite leaders who are skilled in health center operations, including human resources, operations, health information technology, and finance; and are prepared to respond to rapid health care changes through innovation, technology, and alternative payment methods.
The capacity-building design of the LEP will support CHCs to recruit, retain, and advance this diverse cadre of leaders. Through the capacity building design, the LEP team will assess and provide capacity building support in 1. diversity policies, 2. recruitment and hiring practices, 3. organizational culture and professional development, 4. succession planning processes, 5. antiracism policies, training, and tools, and 6. payment methodologies.
CPCA brings a strong internal project team supported by a contracted delivery partner, subject matter experts, program faculty, and an evaluation consultant. The LEP is supported by an Advisory Committee that will provide input and feedback input about the program's direction and consists of the following members:

We are pleased to announce that MolinaCares Foundation has committed 1.2 million dollars to CPCA's Leadership Equity Program (LEP) that will be allocated between June 2021 to January 2025. These funds will support the development, launch, delivery, and expansion of the Leadership Equity Program.

In order to advance this mission, MolinaCares will use the company’s extensive clinical and community resources and an initial $150 million funding commitment to address the many issues that afflict the health care system today.
